This is old downtown Sintra. The picture was taken insided the entrance way for the Palacio Nacional (Sintra National Palace) which explains the framing arch. Aside from the buildings set into the hillside, you can also see Castelo dos Mouros running along the top of the hill. - Ponte 25 de Abril
